As the Western Ghats witness another extraordinary flowering, a deeper question emerges: can we experience rare natural beauty without damaging the ecosystem that creates it?

There are natural events that belong to the rhythm of ordinary seasons, and there are others that seem to follow an entirely different measure of time. The flowering of Neelakurinji, scientifically known as Strobilanthes kunthiana, belongs to the second category. For years, the plant grows quietly in the high mountains of the Western Ghats, largely unnoticed. Then, for a brief period, thousands of plants can flower together, transforming hillsides into extraordinary shades of blue, violet and purple.

In 2026, that remarkable spectacle has returned to parts of the Munnar landscape. The flowering is particularly prominent in areas associated with the Mattupetty–Korandakkad region and Chokramudi, attracting visitors eager to witness a natural event that, for particular populations, follows an approximately twelve-year rhythm. Kerala Tourism records the Mattupetty–Kannimala population as having major flowering events in 1990, 2002 and 2014, making 2026 its next expected major flowering year.

But the 2026 flowering season has brought another story alongside the photographs of blue-violet mountains. Reports have emerged of visitors allegedly plucking Neelakurinji flowers, entering restricted forest areas and creating social-media content in pursuit of the rare spectacle. Earlier this September, the Kerala Forest Department registered a case against two youths after photographs circulated on Instagram allegedly showed them with plucked Neelakurinji flowers

Around the same period, another incident highlighted a different dimension of the problem. Two young men in Attappadi entered a protected forest area to see flowering Neelakurinji and became stranded in difficult terrain, prompting a rescue operation by Forest Department personnel. A case was subsequently registered for trespassing.

These incidents are not merely stories about irresponsible visitors. They expose a much larger question: How should society experience rare natural phenomena without destroying the very ecosystems that create them?

That question extends far beyond one flower or one flowering season. It concerns the future of nature tourism, protected areas, social-media culture, scientific conservation and our relationship with the Western Ghats.

What exactly is Neelakurinji?

Neelakurinji is the common name widely used for Strobilanthes kunthiana, a flowering shrub belonging to the Acanthaceae family. It is native to and strongly associated with the high-elevation landscapes of the southern Western Ghats, particularly parts of Kerala, Tamil Nadu and Karnataka.

Scientific reviews describe the species as occurring broadly at elevations of roughly 1,300 to 2,400 metres, although its distribution, abundance and flowering behaviour vary between landscapes and populations.

The flowers are typically blue, lilac or mauve. Yet the fame of Neelakurinji does not come from the appearance of an individual flower alone. Its real ecological and visual significance comes from its tendency to flower gregariously, with large numbers of plants producing flowers during the same period.

When enough plants flower together, the effect is extraordinary. A mountain slope that previously appeared green or brown can acquire a blue-violet sheen. From a distance, individual plants seem to disappear into a continuous floral landscape. This mass flowering is what makes Neelakurinji one of the most iconic botanical spectacles of the Western Ghats.

Yet the familiar statement that “Neelakurinji blooms once every twelve years” requires some explanation.

It is broadly correct when describing the major flowering cycle of particular populations of Strobilanthes kunthiana, but it should not be interpreted as meaning that every plant throughout the Western Ghats flowers on precisely the same day every twelve years. Different populations can follow different flowering schedules, and sporadic flowering can occur outside the principal mass-flowering period.

This population-level variation is important because it explains why reports of Neelakurinji flowering in different places and different years are not necessarily contradictory.

The extraordinary biology behind the twelve-year bloom

The scientific story of Neelakurinji is considerably more fascinating than the familiar tourism description of a flower that appears once every twelve years.

Strobilanthes kunthiana is described as a semelparous species. In simple terms, this means that an individual plant invests in a major reproductive event and flowers only once before completing its life cycle. At the same time, Rajamala in Eravikulam National Park has a different flowering history. Kerala Forest Department material identifies mass flowering of Neelakurinji as one of Eravikulam's signature ecological phenomena and records its last major flowering there in 2018.

This distinction is crucial.

It would be inaccurate to imply that the whole of Munnar, or the entire Western Ghats, suddenly becomes blue every twelve years according to a single calendar.

The phenomenon is better understood as a series of flowering populations, each influenced by local ecological conditions and biological rhythms.

That makes the 2026 Mattupetty-area bloom special without requiring us to imagine a single, synchronised clock across southern India.

A flowering history written across generations

Neelakurinji's flowering history has been recorded for generations, and the long intervals give the phenomenon an unusual place in the memory of mountain landscapes.

Scientific literature documents historical flowering events and highlights the ecological and cultural significance of mass flowering in the Western Ghats. Kerala Tourism's records for the Mattupetty–Kannimala population provide a particularly clear recent sequence: 1990, 2002, 2014 and 2026.


These dates are more than botanical records. They form a kind of natural calendar.

People who witnessed the 1990 bloom would have experienced it in a very different technological and social world. The 2002 flowering belongs to an era of early digital photography, while the 2014 flowering occurred as smartphones and social media were rapidly transforming how people experienced travel.

The 2026 flowering is unfolding in a world in which almost every visitor carries a high-resolution camera and can broadcast an experience to thousands of people within seconds.

The plant's biological rhythm may remain remarkably slow.

The human response to it has become extraordinarily fast.

From Kurinji landscapes to modern Munnar

The word Kurinji carries a cultural history much older than modern tourism.

The association between mass flowering of Strobilanthes species and the visual identity of the Nilgiris and other mountain landscapes has also contributed to the cultural imagination of South India's “blue mountains.” At the same time, the botanical and historical story of these landscapes is much broader than any single species or flowering event.

Understanding that distinction matters. Neelakurinji is both a biological species and part of a larger cultural relationship with the mountains.

The ecosystem that makes Neelakurinji possible

Neelakurinji cannot be understood in isolation from the shola–grassland ecosystem of the Western Ghats.

At high elevations, forests and open grasslands occur together in a distinctive mosaic. Shola forests occupy sheltered valleys and depressions, while grasslands cover many surrounding slopes and ridges.

The Kerala Forest Department describes the mass flowering as one of Eravikulam's defining natural phenomena and recognises its importance to the park's ecological character.



The park also demonstrates an important principle of protected-area management: access cannot always be determined solely by tourism demand.

In 2026, for example, Eravikulam National Park was officially closed to visitors during February and March to protect Nilgiri tahr calves during the calving season.

The lesson is straightforward.

A protected area is not a theme park.

Its primary purpose is conservation.

Tourism must operate within that purpose rather than override it.

Kurinjimala Sanctuary and the protection of habitat

The importance of habitat protection is particularly clear in Kurinjimala Sanctuary.

The sanctuary approach also reinforces a fundamental ecological principle: protecting a species means protecting the place where it lives.

It is not enough to stop a visitor from picking a flower if the surrounding grassland is progressively degraded, fragmented or replaced.

Neelakurinji is legally protected

The legal protection of Neelakurinji is particularly significant because Strobilanthes kunthianus is explicitly listed as a specified plant under the Wildlife (Protection) Act, 1972. Schedule III identifies Strobilanthes kunthianus by its common name, “Neel kurinji.”

Section 17A of the Act places restrictions, subject to the statutory exceptions, on the wilful picking, uprooting, damaging, destroying, acquiring or collecting of specified plants in relevant forest land and notified areas. The Act also contains provisions concerning possession, cultivation and other regulated activities involving specified plants.

This distinguishes a wild Neelakurinji plant from an ordinary ornamental flower growing in a private garden.

A visitor cannot assume that a wild flower is available for collection simply because it is physically accessible.

Its legal status reflects its conservation value.

Recent Forest Department action reported in the media has also highlighted the potential legal consequences of alleged violations involving Neelakurinji, including imprisonment and fines. These reported penalties should be understood in the context of the applicable law and individual case facts; registration of a case does not itself establish guilt.

The legal process must determine the outcome of any particular case.

What the September 2026 flower-plucking case tells us

The recent incident became public after photographs showing allegedly plucked Neelakurinji flowers circulated on social media.

According to media reports, the Kerala Forest Department registered a case against two youths after the photographs came to its attention. One widely circulated image reportedly showed a young man posing with Neelakurinji flowers, including flowers worn as a crown.

It is important to describe the matter carefully. The appropriate language is “allegedly plucked” and “the Forest Department registered a case”, rather than presenting guilt as already established.

But regardless of the eventual legal outcome, the incident has wider conservation significance.

It demonstrates that some visitors may not fully understand the difference between observing a rare wild plant and damaging a legally protected species.

It also shows how social media has changed environmental enforcement.

Photographs intended to display an unusual experience can become evidence that draws official attention to behaviour considered unlawful.

The social-media paradox

Social media can be one of the strongest allies of conservation.


A spectacular photograph of a Neelakurinji-covered mountain can inspire thousands of people to learn about the Western Ghats. A short video can introduce younger audiences to plant biology. A documentary can generate public support for habitat protection.

But social media can also create a destructive incentive.

A visitor may no longer be satisfied simply with seeing the flower. They may want a photograph that is closer, more dramatic or more unusual than everyone else's.

That can lead to touching flowers, picking flowers, stepping into flowering patches or entering restricted areas.

The search for a unique image can therefore turn a conservation landscape into a stage.

The answer is not to oppose photography.

It is to change what constitutes a successful photograph.

The best Neelakurinji photograph should be the one that captures the beauty of the landscape without showing the photographer damaging it.

When the search for the flower becomes a safety issue

The 2026 season has also demonstrated that irresponsible Neelakurinji tourism can become a direct threat to human safety.

In September, two young men in Attappadi reportedly entered a protected forest area to see flowering Neelakurinji and became lost in difficult terrain. Forest Department personnel and a Rapid Response Team conducted a search and brought them out safely. One reportedly suffered a minor leg injury.

Reports also indicated that the area contained steep terrain and wildlife, including elephants, and was not an authorised trekking or tourist destination.

The incident matters because restrictions are not designed only to protect plants.

They can also protect people.

A location may appear on social media as a beautiful flowering hillside while concealing steep slopes, dense vegetation, wildlife, poor connectivity and difficult rescue conditions.

A viral reel does not transform a restricted forest into a tourist trail.

When tourism becomes a conservation problem

Tourism is not inherently harmful.

In fact, well-managed nature tourism can become a powerful conservation mechanism. It can create income for local communities, support guides and transport operators, increase environmental awareness and demonstrate the economic value of intact ecosystems.

The problem begins when visitor numbers, behaviour and infrastructure exceed what the ecosystem can safely absorb.

Neelakurinji creates a particularly difficult situation because the flowering event is temporary and rare. People who would normally visit Munnar throughout the year may suddenly converge on a small number of flowering locations within a relatively short period.

This creates pressure on roads, parking areas, trails, sanitation systems, waste management and the flowering habitat itself.

The conservation challenge is therefore not simply “tourists versus flowers.”

It is a question of carrying capacity.

How many visitors can a particular site receive without causing unacceptable ecological damage? Where should visitors stand? How many people should enter a sensitive viewing area at one time? Which areas should remain completely closed? How should vehicles, waste, sanitation and emergency services be managed?

These questions should be part of the planning for every major flowering event.

The economic value of Neelakurinji

There is also a strong economic argument for conservation.

A rare flowering event attracts visitors, and visitors generate demand for accommodation, food, transport, local guides, photography services and other tourism-related activities.

The economic value therefore extends far beyond the flower itself.

A healthy ecosystem can produce recurring benefits over generations, whereas damaging the ecosystem for short-term tourism can weaken the very attraction on which that tourism depends.

Conservation and local economic development should therefore not be treated as opposing objectives.

The sustainable model is simple: protect the ecosystem, maintain the natural spectacle, attract responsible visitors, support local livelihoods and reinvest in conservation.

The alternative is equally clear: maximise short-term visitor numbers, increase ecological pressure, degrade the habitat and eventually weaken the attraction itself.

The first model builds natural capital.

The second consumes it.


Local communities should be part of the conservation solution

A conservation model imposed entirely from outside can create tension. A more durable approach involves local communities as partners.

People living around the Western Ghats possess knowledge of the landscape, seasonal changes, wildlife movement, local routes and environmental conditions.

They can play important roles as guides, educators, monitors and tourism partners.

The cultural significance of Kurinji landscapes also provides an opportunity to frame conservation not simply as a government restriction but as protection of a shared natural heritage.

Local communities should have meaningful opportunities to benefit economically from responsible tourism while also participating in the protection of sensitive areas.

The objective should be to create a situation in which local economic interests and ecological interests reinforce each other.

The hidden threats beyond flower plucking

Flower plucking is visually obvious, but it is not the only threat facing Neelakurinji habitats.

Habitat fragmentation, infrastructure development, inappropriate land-use change, invasive species, fire and increasing human pressure can affect mountain ecosystems over much longer periods.

Tourism can create gradual damage through trail widening, soil compaction, repeated trampling and poorly managed infrastructure.

Invasive plants can alter native grassland composition and reduce ecological space available to native species.

Climate change introduces another layer of uncertainty. Changes in temperature, rainfall, drought frequency and extreme weather can influence plant growth, flowering phenology and regeneration.

The responsibility of photographers and influencers

The responsibility is particularly significant for people whose photographs reach large audiences.

A person with thousands or millions of followers can unintentionally normalise environmentally destructive behaviour.

If an influencer walks through a flowering patch, followers may imitate the behaviour.

If a photographer picks a flower for a portrait, others may assume that the practice is acceptable.

If thousands of visitors arrive at a flowering site, it is impossible to place an officer beside every plant.

Long-term conservation requires social norms.

People should begin to see picking a Neelakurinji flower as socially unacceptable in the same way that littering in a protected area is increasingly recognised as unacceptable.

Education is therefore as important as punishment.

The message should not merely be, “Do not pick the flower because you may be fined.”

It should be:

“Do not pick the flower because it is part of a reproductive cycle that has taken years to reach this moment.”

A better model for Neelakurinji tourism
